I will attempt to reproduce the issue on a supported version of Pulsar client and Pulsar broker. ### User environment branch-4.0, branch-3.1 ### Issue Description When setting up Bigquery Sink connector, we observed that backlog never drains when the `collapsePartitionedTopics` is set to true.
