- Honor CONSUMING segment in ideal state when checking segment status
- When push time is unavailable, use creation time instead so that we won't
mis-count newly created consuming segment as missing replica
- Ensure all metrics are refreshed (fix the bug where error segments are not
cleared when all segments are removed)
- Enhance the warning log to capture more information about abnormal
segments:
- Segments without ZK metadata
- Segments with error instance
- Segments that are offline
- Segments that are partial online
