This is unexpected. When there is no segment, when invoking `TableRebalancer.doRebalance()`, `segmentAssignmentUnchanged` should be `true` because both current and target assignment should be empty. Under that branch, it should return `NO_OP` or `DONE`, but never `IN_PROGRESS`. Could you please check if you are running the latest code? -- This is an automated message from the Apache Git Service.
