The purpose of introducing the 5 min delay is that most of the time controllers encounter restart/deployment other than host replacement. And most of the time Pinot controller can be fully started up within 5 mins, that's why 5 min is initially configured. In addition, setting this delay can help that most of the message logs for particular tables remain in the consistent controllers. According to the discussion in this [issue](https://github.com/apache/helix/issues/2594), on-demand rebalance is not in the current used Helix version (neither 1.0.4 or 1.3.0) in Pinot yet.
