Revised the code to also remove the table segment manager when EV becomes empty. This can solve the problem of recreating segment within 1 second check interval. In the worst case scenario, a new segment is also created within the 1 second check interval, it will then get into ERROR state so that we can catch it -- This is an automated message from the Apache Git Service.
