   I haven't dug through the code yet, but I've experienced this multiple times 
anecdotally. If a realtime table is created and there's immediately an issue 
with consumption:
   - no kafka access
   - class loading errors for the decoder
   - etc
   all of the segments go into error state. But the 
`pinot.controller.segments_in_error_state` metric stays at 0 for some reason.
