It is expected. Disabling means ignoring the state in ideal state, instead of removing it from ideal state because we want to keep the assignment so that we can re-enable the instance if needed. In order to drop an instance, you may untag the instance, then rebuild the broker resource to remove the broker from the ideal state -- This is an automated message from the Apache Git Service.
