`BrokerRequestHandlerDelegate` is the first place where broker request ever gets compiled. If there is any exception on compiling the request, the `requestContext` will miss some of the information like brokerId. Plus, there are a lot of places where this brokerId gets extracted, there should be only 1 place for doing that.
