It seems that this is a common problem when running in GHA due to some particularities of Azure. See https://github.com/actions/virtual-environments/issues/1499. Several projects (for example, [pulsar](https://github.com/apache/pulsar/blob/master/.github/workflows/pulsar-ci.yaml#L34)) decided to include these JVM options by default, so I guess we can try to do the same. -- This is an automated message from the Apache Git Service.
