   I think we can add an optional fifth argument `timezone` to the 
`dateTimeConvert` which is used to specify the timezone for the bucketing. The 
timezone should not be associated with the output format because conceptually 
output format can be in a different timezone.
   So conceptually we can have source in TZ1, bucketing on TZ2, then output as 
TZ3
