Short of any automation (which would have been ideal here), my suggestion/vote would be towards: - Document guidelines on how PRs should be labelled. - The reviewers who would review / merge the PR should ensure that the PRs are labelled correctly, given that contributors won't have permissions to do so. Also, adding too much process might work adversely for first time contributors.
