When a broker for a table in the query is not found, the error returned to
the user is cryptic and non-intuitive;
```
{'errorCode': 410, 'message': 'BrokerResourceMissingError'}
```
It would be good to make this a more user friendly, so users get an idea of
the root cause and can take action to fix it.
