@yashmayya while making the concurrent poll test, one potential pitfall was discovered. The observer's max retries on the ZK update needs to be greater than the rebalance worker threads, because they are likely to poll all at once when the tenant rebalance just started, and if the max retries allowed is fewer than the # of threads it's likely to fail.
