Review Comment:
Not for user API though, we have `getRelevantTags` in `TagNameUtils` to get
those tags from table config now.
It's used in tenant rebalance and table rebalance summary now, and if one
needs to get instances with the tags, this utility can help easily.
`getRelevantTags` might need a small fix to correctly filter out realtime tags
for an offline table, or filter out original tenant if tag override present
etc. But in general this utility is in place for that usage.
