## Summary
Currently, the timeseries engine returns
```
"{"status":"error","data":null,"errorType":"ArrayIndexOutOfBoundsException","error":"Index
0 out of bounds for length 0"}"
```
when the `start` and `end` times are equal, which is cryptic and does not
readily highlight the root cause.
This PR fixes this to return an empty success timeseries response in this
scenario since there is no data included when `start` and `end` are equal.
## Testing
Added a `testStartTimeEqualsEndTime` integration test to cover this scenario.
