Review Comment:
   When `enableParallelPushProtection` is false, updateZkMetadata will kick in. 
It is not no-op.
   The point is there if there are tier changes on multiple segments, bringing 
all that metadata back to `ZKOperator` to make zk updates doesn't seem right 
when `enableParallelPushProtection` is set to false. In this case, it is ok to 
have zk updates not on `ZKOperator` right?
