Do you mean we should count the values? The key#value concat bytes
measurement is a few lines below.
I couldn't follow the second point - the byte[] array stored in the
dictionary is given by `str.getBytes(UTF_8)`. The method used here,
`Utf8.encodedLength(str)` is equivalent to `str.getBytes(UTF_8).length` but
much more efficient - I wanted to avoid new encoding cost/allocations when
adding this.
