I'm facing the same issue while trying to create a new tenant. Even though I have untagged broker instances available, I get the following error: ``` Failed to allocate broker instances to Tag: BrokerTenant. Current number of untagged broker instances: 0. Requested number: 1 ``` I also tried using the REST API UI, but it returns a 500 error. It seems like the controller isn't recognizing the untagged brokers correctly.
