Summary: Local history is not migrated when file is moved

When file is moved within IDE (or move is detected outside - history can be
paired by last local history file hash), local history must be moved/be
available.
This is very important when files are not witking VCS or they are exluded as
currently the whole history is not available when a file is moved, more exactly
a file needs to be created in the past location to access the local history.
