ci: Run unit tests of all packages

The unit test job only ran "go test ./newt", which covers the end-to-end
tests in the newt package but skips the package level tests, e.g. in
newt/toolchain, newt/syscfg or yaml. Run "go test ./..." instead and
    update the README accordingly.
