apps/auracast: Fix AUDIO_USB restrictions
The restrictions were meant to require 48kHz sampling frequency and
10ms frame duration when USB audio is enabled, but:
- '(LC3_SAMPLING_FREQ == 48000) if 0' was enforced only when AUDIO_USB
was disabled, so any sampling frequency was accepted with USB audio
enabled and non-48kHz configurations were rejected without it.
- '(LC3_FRAME_DURATION == 10000) is 0' worked only because newt ignored
the trailing "is 0"; newer newt rejects it as an illegal expression.
Use "if 1" for both, so that they apply when AUDIO_USB is enabled.
