commit 52cdd15697f352274fd5b7a8f99a006ba7271c41
Author: Szymon Janc <[email protected]>

ci: Run CodeQL only on schedule

Run the analysis weekly and on demand instead of on every push and
pull request. Drop the comments from the GitHub workflow template, the
unused matrix and the permissions only needed by private repositories.
    Bump actions/checkout to v7 and github/codeql-action to v4, older
versions run on deprecated Node.js runtimes.
