Set up default protection ruleset for default and release branches
Protect the default branch and release branches against deletion and
force pushes, and require linear history on them.
Release branches in this repository are named X_Y_Z_dev (e.g.
1_9_0_dev), so match them with "*_dev" instead of the generic
"release/*" and "rel/*" patterns, which match no branches here.
