encoding/tinycbor: Pin TinyCBOR to commit with GCC < 11 fix

TinyCBOR v7.0 defines CBOR_FALLTHROUGH as [[fallthrough]] also in C
mode if compiler provides __has_cpp_attribute. GCC 8 and 9 do, but do
not support [[]] attribute syntax in C, resulting in build failure:

error: expected expression before '[' token

This was fixed upstream after v7.0 was released, in commit 76d7a29
("compilersupport: fix build with GCC < 11"). Pin repository to that
commit until a release containing the fix is available.
