Log:
o First part of [MCHANGES-50] Handle JIRA authentication failure.
o Refactor the authentication parts into smaller pieces of code.
o Handle the case where the issue management URL does not contain a pid and we 
can't extract it from JIRA either.
o Do not download the XML file unless everything went well.
