## What changes were proposed in this pull request?
- CI is not pinning python 3.9 which causes 3.10+ version to be pulled.
- Causing serialization issues with cloudpickle.
- Pinning 3.9 to the UT CI so that tests can run without issues.
## How was this patch tested?
- Locally built the docker image with 3.9 and tested the UT change
