The `999-20250829-local` version is built by the `drools-and-kogito` package, but since in downstream this package is not being used (you're probably using builds from somewhere else) the m2-repo-via-http is failing to serve it. This [line](https://github.com/apache/incubator-kie-tools/blob/main/packages/drools-and-kogito/install.js#L132) could also be related to the issue you're having. In the future, we should review this script and improve it to make builds easier to understand. Since this change fixes your downstream scenario and it's harmless upstream, we should be OK to merge it.
