In offline environments, users can't use the builder image for persistence use cases unless they set up an offline custom Maven Mirror. Since persistence is a popular use case, the image should include persistence libraries by default. Therefore, in cases where users add the extension via the QUARKUS_EXTENSIONS env var, they won't need to connect to the wire to download the required dependencies. -- This is an automated message from the Apache Git Service.
