I checked this on current main, and the registerTable interface appears to
already be implemented end-to-end. Seems like REST endpoint exists: `POST
/v1/{prefix}/namespaces/{namespace}/register in
IcebergNamespaceOperations.java`. Also endpoint is advertised in config via
V1_REGISTER_TABLE in IcebergConfigOperations.java.
