[hotfix][ci] Run all weekly branches even when one of them fails
The weekly matrix covers main, v4.1 and v3.4, but the strategy has no
`fail-fast: false`, so the first leg to fail cancels the others. Since
the matrix was updated for jdbc-3.4.0 and jdbc-4.1.0 on 2026-07-23, all
four v3.4 jobs have been cancelled on every one of the nine runs since,
leaving that branch without CI coverage. flink-connector-kafka already
sets this on its weekly.
