[FLINK-40653][ci] Map the Docker socket into job containers
Azure Pipelines agent 5.279.0 changed the default of mapDockerSocket to
false on Linux, so the agent no longer maps /var/run/docker.sock into job
containers and every testcontainers based test fails with "Could not find
a valid Docker environment". The nightly test_cron_azure legs have failed
this way since 2026-09-04. The other stages still pass because the ASF
self-hosted agents run 5.278.0, and fork pipelines on hosted agents are
affected already. Opt back in on both definitions.
