### Description #### Bump `Kesin11/actions-timeline` to v3.2.0 ASF's allowlist automation removed the expired `Kesin11/actions-timeline@44c9c178` (v3.1.0) on 2026-09-24 ([apache/infrastructure-actions@3f48e92](https://github.com/apache/infrastructure-actions/commit/3f48e92779e8619d8219b6e259433e086400123e)). Since then, `Unit & Integration tests CI` fails with `startup_failure` before any job runs, including reruns of existing master runs. This PR pins v3.2.0 (`57fc93f2`), which is on the allowlist and has no expiry date. #### Add the missing `schedule` to the npm entries in `dependabot.yml` Dependabot rejects the config with `The property '#/updates/1' did not contain a required property of 'schedule'`, because the `/website/` and `/web-console/` npm entries added in #18157 have no `schedule`. The error appears on every push that edits the file (#19241, #20386). This PR adds `interval: "weekly"` to both entries.
