Backports #69716 and #69875 to branch-4.2. Restore sequential prefetch for remote CSV reads in FileScannerV2 and reduce per-row and per-cell parsing overhead. The CSV string fast path is adapted to the parser APIs on branch-4.2, which lacks the master-only Hive OpenCSV parser.
