### What problem does this PR solve?
Issue Number: N/A
Related PR: #70105
Problem Summary:
Backport #70105 to `branch-4.2`.
`eliminate_distinct_constant` and `eliminate_aggregate_constant` both drop,
create, and use `test_aggregate_constant`. When the regression runner executes
them concurrently, either suite can drop the database while the other is
inserting or querying, causing intermittent failures.
Give `eliminate_distinct_constant` its own database,
`test_distinct_constant`, by updating its three database setup statements. The
existing SQL assertions and expected results are unchanged.
