### What problem does this PR solve? Issue Number: N/A Related PR: #69617 Problem Summary: Backport the final merged commit `c8a75b273e999370e354ed39ae65db2c483c0ad0` to `branch-4.1`. Require global ADMIN for HTTP/HTTPS JDBC driver URLs supplied through CDC job creation, alteration, and standalone `cdc_stream`. Preserve the caller's connection context while parsing job SQL, and carry over the associated unit and regression tests. Resolve the two unit-test conflicts by adapting the added assertions to this branch's JUnit 4 APIs. Direct calls replace JUnit 5's `assertDoesNotThrow`; unexpected exceptions still fail the tests. Production behavior matches the merged fix. ### Release note HTTP/HTTPS JDBC driver URLs in CDC jobs and `cdc_stream` require global ADMIN privilege.
