[i18n](docs) Maintain only future release notes (#4527)
Scheduled release-note maintenance currently lacks a fixed historical
boundary. Enable RELEASES for Japanese, Korean and Russian only for
genuinely new native sources after commit `b207a93551a3`, while
preserving the 83 historical notes, existing targets and their
publication/fallback behavior.
The shared policy follows Git lineage, excludes historical identities
and paths from required/pending work, and sends ambiguous delete/add
histories to manual reconciliation. Inventory, audit, planning and the
generator enforce the same policy; forced historical tasks fail before
model calls. The existing ownership checks, active-PR reservations,
whole-run lock, batch limits and trusted-master checks remain in place.
Audit workflows fetch history for cutoff and lineage checks.
Add a localized Release Notes search context for current real
translations. Add a small five-language native fixture covering
historical/current/missing notes, policy selection, reserved PRs, mock
generation, fallback SEO and actual search workers. CI keeps
representative compilation and validates the fixed policy offline.
Validation so far:
- i18n tests: 320 passed, one skipped.
- Workflow security tests: 22 passed.
- Real release-note fixture: 15 pages across five languages, three
managed-language search workers, correct fallback exclusion and
mock-only generation.
- Configuration validation passes for ja/ko/ru; `git diff --check`
passes.
- Three-language full native audits are running and will be recorded
before this draft is made ready.
No historical release-note prose, translated target, translation state,
blog body or Chinese automation is changed. No real future release note
was manufactured and no real model call was needed for this
implementation. The first real future note's
generation/merge/publication remains an explicit maintenance
observation.
