   ### What problem does this PR solve?

   Issue Number: None
   Related PR: #69501

Problem Summary: Explicit external table refresh and confirmed table absence
can leave legacy FE names, table objects and ID mappings stale. Adapt the fix
to the release branch without importing the new connector cache framework.
Fence repair by database epoch, names snapshot, table identity and refresh
generation; retain lookup state for ordinary writes. Invalidate dependent
metadata and replay explicit refreshes consistently, and release removed
resources after repair guards. Preserve generic empty-ID recovery and
branch-specific behavior.

   ### Release note

Explicit REFRESH TABLE and confirmed missing-table reads refresh stale
external table lookup state without allowing old queries to remove a same-name
replacement.

   ### Check List (For Author)

   - Test: 189 focused FE tests passed (187 plus 2 refreshed separately after a
random startup port collision); FE build with UI disabled and Checkstyle
passed; Hive lookup regression generated and compared against a local FE/HMS.
   - Behavior changed: Yes, external table lookup state is retired on explicit
refresh and confirmed table absence; ordinary write refresh retains table names.
   - Does this need documentation: No

   ### Backport adaptation

This is a branch-native adaptation of #69501. It keeps the release branch's
legacy `MetaCache` and engine caches; the master connector/cache framework is
not included. Missing-result repair is limited to typed Hive, Iceberg and
Paimon table absence at schema, snapshot and view-check entry points. Tests
fence old missing results and physical loads against same-name replacement and
cover both hot/cold replay. Resource releases run after repair guards.

Validation used isolated macOS FE packages with local-only toolchain
adjustments (UI and unused C++ dependency setup skipped, same-version gRPC
generator run in ARM Linux). Those environment changes are excluded. HMS
validation covers metadata operations; BE data execution and the full existing
connector suites were not run locally.
