### What problem does this PR solve?
Issue Number: N/A
Problem Summary: Adapt the FE shutdown part of fd7211e to master. Keep
serving during a configurable readiness drain, then close MySQL admission and
reject new Flight statements. Account for requests before Coordinator
registration, close idle MySQL sockets without cancelling a racing query, and
preserve Flight result retrieval while draining. Use the existing ServerStarter
lifecycle.
### Release note
FE waits graceful_shutdown_drain_seconds (default 15) after becoming unready
and allows up to grace_shutdown_wait_seconds (default 300) for admitted
requests and outstanding results to finish.
