### What problem does this PR solve?
Issue Number: N/A
Problem Summary: Adapt the BE shutdown part of fd7211e to master's load
paths. Wait for an accepted heartbeat to prepare is_shutdown=true, allow a
configurable propagation buffer, and drain queries, load channels, load streams
and StreamLoadContext lifetimes. Include upload and final transaction RPCs even
when no fragment remains. Keep signal and heartbeat state lock-free and atomic;
bound both shutdown phases.
### Release note
BE adds grace_shutdown_heartbeat_wait_seconds (default 30) and
grace_shutdown_heartbeat_propagation_seconds (default 10). Existing query-drain
and post-drain limits continue to apply. The propagation buffer is a time
allowance, not proof of acknowledgement from every FE.
