### What problem does this PR solve?
Related PR: #68775. Related issue: #68692.
Port all seven commits from #68775 to `branch-4.2`, squashed into one
commit. The source PR is still open; this port uses head
`7ae702f5c500c6dc230053bbb1a8bf9c9a61930f`.
`WARM UP SELECT ... PROPERTIES ("read_index_only" = "true")` synchronously
prewarms the selected Lance indexes on eligible backends using a pinned dataset
version and the shared Lance session cache. The port includes authorization,
deadline/cancellation handling, bounded BE execution, unit tests, and
regression coverage from the source PR.
All seven commits applied without conflicts. The combined patch ID matches
the source PR, and `branch-4.2` already includes the Lance-C prewarm API
dependency.
### Release note
Support synchronous Lance index prewarming through `WARM UP SELECT` with
`read_index_only=true`.
### Validation
- FE Checkstyle: passed, zero violations.
- clang-format 16: passed for all six changed C++ source/header files.
- `git diff --check`: passed.
- Focused FE unit tests: running; results will be updated before handoff.
- BE unit tests and end-to-end regression tests were not run locally. The
local third-party bundle lacks `libsimdutf.a`; `run buildall` will be requested
for this PR.
