### What problem does this PR solve? Issue Number: N/A Related PR: N/A Problem Summary: Existing instance checks run asynchronously, making targeted diagnosis of orphan delete bitmap keys inconvenient. Add a synchronous check_delete_bitmap_orphan HTTP endpoint that scans v1 delete bitmap keys in descending order and stops at the first key without a corresponding formal meta rowset. Matches are reported as suspected orphans because pending bitmaps and temporary rowsets are not excluded. Support tablet filtering, scan limits and cooperative cancellation when the client disconnects.
