Superseded by #4325, which now carries this change together with the SEO fixes, rebased on master. Master had meanwhile fixed the same heading-ID bug in #4322 (88826df1fc); #4325 keeps the directive-aware heading IDs and this PR's original-parse `technicalHash`, so the recorded BI FAQ states stay valid.
