[improvement](ci) Skip routine Litefuse readback verification (#69063)
Routine Code Review Runner telemetry still downloads trace IO after each
upload. After the duplicate-read fix, 17 completed runs on October 14
averaged 26.2 seconds for the telemetry step and 12.2 seconds for
uploads. All 110 traces across the day's 28 completed exports passed
readback verification.
Remove `--verify` and its redundant default polling options from the
workflow invocation to avoid routine readback cost. Keep the exporter
unchanged so `--verify` remains available for targeted diagnostics.
Gzip, upload response/partial-success checks, retries, and
`continue-on-error: true` remain in place. Routine CI will check upload
acknowledgement but no longer assert downstream queryable IO
completeness.
