## Summary Fix Japanese translation discovery for open PRs created before later Japanese batches merged into master. The reconciliation script compared each PR head's complete translation state with current master. Five older open PRs consequently appeared to remove 40 translations that merged after those branches were created. One read-only scan reported 200 false exceptions and 40 blocked targets. Compare each PR head with its own Git merge base when the PR changes the state file. Candidate target files and state hashes remain checked as before. ## Verification - `node --test scripts/i18n/__tests__/*.test.cjs`: 69 passed, including a regression for a PR created before a later master translation. - `git diff --check`: passed. - Reconciled the current open PRs against master `16f5b30d55`: 105 PRs inspected, 141 active candidates, 0 blocked targets, 0 exceptions. Before the fix, the same older branches produced 200 false exceptions and 40 blocked targets. This PR changes only the discovery script and its test.
