## Summary Add T08's asynchronous Japanese translation workflow. Every relevant master push, daily schedule, and manual dry run creates a read-only full plan, open PR reconciliation, artifact, and job summary. The scanner checks all open master PRs by changed files, validates candidate targets against their state hashes, and keeps unresolved candidates out of automatic generation. The separate generation job stays off unless `I18N_AUTO_TRANSLATE_ENABLED=true` and `I18N_LIVE_VERIFIED=true`. It also requires an explicit model, model key, and dedicated GitHub App credentials. When enabled, it limits each batch, copies exact Dev/4.x source pairs from one model result, checks source and target hashes, and opens a draft PR containing only managed Japanese docs and state. An untouched stale robot PR can be replaced; a branch edited by a person is preserved for manual handling. Generated records remain `reviewStatus=machine`. ## Validation - `node --test scripts/i18n/__tests__/*.test.cjs`: 61 passed. - Real read-only scan at `578614d9f262b0c11435e9ba40ec9b224a38a737`: 3,287 required, 233 current, 3,054 pending. It inspected 95 open PRs and found no active Japanese translation candidate. - Generation command without enablement variables refused before any model call or GitHub write. - New workflow YAML parsed, and `git diff --check` passed. ## Current enablement state No `I18N_` repository variables or secrets are visible. No live model call, GitHub App PR, or automatically generated translation has been tested or created. The read-only job can run after merge; automatic generation remains disabled until a limited live call and App PR checks are verified.
