### What problem does this PR solve? Issue Number: None Related PR: #67228 Problem Summary: PR #67228 added `LookupConnectionCacheBlockPoolSize` with `TEST` to the existing `ConfigValidatorTest` suite, while the suite already uses `TEST_F`.
