### What problem does this PR solve? Issue Number: N/A Related PR: N/A Problem Summary: precommit_txn() returned TXN_ALREADY_VISIBLE or TXN_ALREADY_PRECOMMITED but continued to rewrite txn_info and the running key. A replay could regress a visible transaction to PRECOMMITTED or refresh its precommit time. Return immediately for both states, and add a unit test that checks txn_info and the running key remain unchanged. ### Release note Fix repeated precommit requests modifying transaction metadata. ### Check List (For Author) - Test: Unit test added; not run as requested. Compilation was attempted but did not complete because the ccache directory was read-only. No further compilation was performed after the request to stop. - Behavior changed: Yes.
