   ### What problem does this PR solve?

   Issue Number: close #68994

   Related PR: None

Problem Summary: SHOW BACKEND CONFIG built the backend HTTP URL by inserting
the backend host directly before the port. For IPv6 backend addresses this
produced an invalid URL without brackets around the address, so the command
failed before it could fetch backend config. This change builds the endpoint
with NetUtils.getHostPortInAccessibleFormat so IPv4, hostnames, and IPv6
addresses all use valid authority syntax. It also adds focused coverage for the
URL construction behavior.

   ### Release note

Fix SHOW BACKEND CONFIG for backends using IPv6 addresses.
