### What problem does this PR solve?

Problem Summary: ANN indexes were built for every direct-load segment,
adding index construction to import latency. Add the table property
skip_ann_index_on_load. When enabled, direct loads and their in-rowset segment
compaction omit ANN index construction. Rewriting background compaction builds
the indexes, and ordered rowset linking is disabled so that the build cannot be
bypassed. The existing inverted-index skip property remains disabled.
### Release note
Add the skip_ann_index_on_load table property to defer ANN index
construction until compaction.

FE unit test was attempted but generated-source setup was blocked by missing
thirdparty tools. BE unit and regression tests were not run because thirdparty
