### What problem does this PR solve?

Problem Summary:
After the Codex 0.162.1 runtime rollout in #68931, production review
requests still select `gpt-6-sol`. The new real-account canary has now passed
both ordinary and goal-mode calls to `gpt-6.1-sol` at `xhigh`.
Change the production default to `gpt-6.1-sol` and the fallback to
`gpt-6-sol`. Keep the runtime, `xhigh` effort, prompts, authentication,
retry/resume behavior and submission validation unchanged.
The existing fallback remains limited to an unsupported-model rejection
before review work begins; this does not turn general failures or capacity
errors into model switches.

- Three production reviews started after #68931 are currently running

- A complete PR review using the new default model remains a post-merge
validation; the canary checks model access and basic goal execution.
- Behavior changed:
